The Urban Skiff is a portable boat designed by designer Thomas Giger, Anita Meyer, Femke Morf, Florian Ueker. This boat is folding and can be stored in a duffle bag. I am not sure it is tough enough that you can use in the strong wind. But it is still a good idea. See below video of Urban Skiff.
