What happens when you loose the hammer?

If you LOSE the hammer you probably shouldn't be working with tools in the first place.

Interesting idea, the amount of plastic saved in a large production run could really be significant.

Actually, amount of plastic saved would be minimal. It would generate a bit more scrap than molding the handle in place as both parts require the same size parison during the blow molding process. Granted, the additional scrap could be reground and re-used to make additional parts. I would move the hammer so it is captured between the pliers and screwdrivers and shorten the overall height of the case.  I would indents into the close case for carrying.  This would reduce the overall length of the case when opened.  That would save a considerable amount of plastic and reduce scrap.
